The adoption of a health passport saved close to 4,000 lives in France, 1,100 in Germany and 1,300 in Italy, between the time the three countries adopted a health passport and the end of 2021, according to a study published on Tuesday by the French Economic Council . A health pass requires full vaccination, proof of cure or a negative Covid test mandatory in bars, restaurants, theaters and other entertainment venues. France and Italy announced the measure in July last year and Germany in August.

“It is noteworthy that the use of health passes significantly reduced the pressure on intensive care units (ICUs) and in France it averted the overrun of occupancy levels where previous closures had been introduced,” the study says.

A major driving force behind this is the positive effect that healthcare passes had on vaccination rates in the three countries. It increased the vaccination rate in France by about 13%, in Germany by 6.2% and in Italy by 9.7% according to the model estimates.

Health passports also helped avoid huge economic losses in the three countries – € 6 billion in France, € 1.4 billion in Germany and € 2.1 billion in Italy, it said.

The French Constitutional Court is set to rule on a new bill on January 21 that will make the country’s health pass a vaccination pass, meaning proof of vaccination is needed to access a range of day-to-day activities, from access to restaurants and bars to travel inland. It would no longer accept evidence of a negative test or recent improvement from Covid.

In December, Italy made a “super green passport” mandatory in bars, restaurants, theaters and other closed entertainment venues, which was an extension of the country’s green passport, which requires full vaccination, proof of cure or a negative Covid test. Unlike the normal green passport, the “super green passport” does not accept a negative test instead of the vaccine – a step on the part of the government to encourage more people to be vaccinated.
