MUMBAI: The state’s draft rules for the implementation of the Social Security Code 2020 are not clear and it must formulate its own security laws to protect the unorganized labor, labor organization Working Peoples’ Charter said. The draft rules were released in August of this year.
In its filing before the state employment commissioner, WPC said the draft rules are not clear on the timeline for setting up the Social Security Council, appointments and representation of employee bodies on the council, exemption from employer contributions, data privacy of employees, establishment of mandatory employee facilitation centers and a helpline for the unorganized sector.
The organization welcomed the inclusion of gig workers, special facilities for tracking female workers, but demanded that the government look at social security as defined by the International Labor Organization. It pointed out that the draft rules impose an age limit for informal workers to qualify. “These provisions are likely to reduce the pool of workers who can receive benefits,” it warned.
